SCOPE.  Unique Handbook for the disability rating contained in this decree applies to  all inhabitants of the country,  workers from the public, official, semi official, in all its orders, and the private sector in general, to determine loss of earning capacity from all sources, in accordance with the provisions of Articles 38, following and consistent Law 100 of 1993,  46  Decree-Law 1295 of 1994 and the 5th.
